Uma vez que existam livros, você pode criar um projeto, mesmo sem registro forçado. Te amo, PT.
Não nego todos os bons motivos pelos quais um projeto PT normal deve ser registrado. Mas li muito “marketing” sobre o registro, e isso soa como se ainda houvesse uma opção teórica de não registrar um novo projeto. Por favor, nos informem como criar um novo projeto de tradução completo sem registro forçado. (Sim, o usuário conhece e aceita a funcionalidade limitada.) O usuário é um usuário regular do PT, com registro completo de usuário e consultoria em vários projetos.
A ajuda embutida do PT9.3 implica que projetos não registrados são possíveis com textos como estes dois exemplos:

Você deve registrar seu projeto no Paratext 8.0 (ou posterior) se quiser fazer qualquer uma das seguintes ações:
- Send/Receive via a Internet
- Usar o Interlinearizer
- Usar Guess translations
- Usar Guess renderings (na ferramenta Biblical Terms)
Projetos criados com algumas das opções de “Type of Project” têm restrições significativas de recursos, a menos que esses projetos sejam registrados. Essas restrições se aplicam independentemente de o projeto ser compartilhado ou não, e se aplicam a projetos criados em qualquer versão do Paratext.

I did not follow my own advice: Read everything on the screen when you have a problem, 80% of all solutions are there. In this case: Read the pink banner on top of the new-project window: Most likely you have forgotten to create at least one book. Once there are books, you may create a project, even without forced registration. Love you PT.
I do not refuse all the good reasons why a normal PT project should best be registered. But I read a lot of “publicity” for registration, and this sounds like there is still a theoretical option to not-register a new project. Please let us know how to create a new full translation project without forced registration. (Yes, the user knows and accepts the limited functionality.) The user is a regular PT user, with a full user-registration and consulting in several projects.
The inbuilt-help of PT9.3 implies that unregistered projects are possible with texts like these two samples:
