Am I right in thinking that if the whitespace / invisible-character features have not yet been enabled in 9.5. one could in theory revert to 9.4?

Yes, if the enable is not activated, then the project should be accessible in PT9.4.

One way to confirm that a project is accessible in earlier versions is to open the settings.xml file found in the project folder (c:\my paratext 9 projects\abc\settings.xml). You can open the file in Notepad and look for a line that says: <MinParatextVersion>8.0.100.76</MinParatextVersion>
DO NOT EDIT the file.

Projects that have had whitespace enabled will have a 9.5... as the minimum value.

Another difference in the settings file, you can look for  <AllowInvisibleChars>, If they are enabled, this value will be T (true) not F (false) as below:
<AllowInvisibleChars>T</AllowInvisibleChars>

When I open Paratext I get a message, "DUOT project on your computer could not be opened. This project is not compatible with ... can upgrade to 9.5 so it's not a simple task.
