Remove blank line before section heading \s1 at top of column

Is there a way to remove the blank line before the section heading when the heading is at the top of a column? I have space before and space after set to 0.

Moving Chapter Numbers above section heading

The \c ## comes before the \s xxxx in the SFM, but PtxPrint puts the Chapter number larger and inline with the first paragraph after ... to 1.0 (from 1.5) but it had no affect.
