In an attempt to track down missing user notes, I have noticed a discrepancy between how many notes display and how many notes are stored in the user's notes XML file.
I have set filters in the Notes List for Any action by specific users and e.g. one user in the project only shows 1 note, where there are 100 notes stored in the XML file.
This notes displays:

<Contents>Hier sal in 'n nota vermeld moet word, die "my gemoed", letterlik lui: "my heerlikheid". Op die manier sal die moontlike intertekstuele verband met " u heerlikheid" in vers 12 behoue bly.</Contents>

There are many notes not accounted for (14307 of 22046)
How can I restore these notes to be viewable in Paratext?
Is this a bug that needs to be reported?
