In an attempt to track down missing user notes, I have noticed a discrepancy between how many notes display and how many notes are stored in the user's notes XML file.

I have set filters in the Notes List for Any action by specific users and e.g. one user in the project only shows 1 note, where there are 100 notes stored in the XML file.

This notes displays:

There are many notes not accounted for (14307 of 22046)

How can I restore these notes to be viewable in Paratext? 

Is this a bug that needs to be reported?

Hola.

It depends on what you are counting as a note in the XML files.

In the XML file each “<Comment...” tag represents one interaction within a note. This means that while there may be, for example, 10 “<Comment...” entries in the XML file it may be 10 notes or less, perhaps only 1 note where the person made 10 interactions. These interactions can be both responses and actions (actions such as resolving the note).
