When I export key terms, the file contains verse references like this:
    <References>
      <Verse>01700101000042</Verse>
    </References>

It's sort of clear what this means...

017 - EST

001 - chapter 1

010 - verse 10

00042 - apparently the position of the word in the verse (though I can't see what the system is)

Is this format documented any place?

I'm not aware of any documentation, but what you have suggested is mostly correct.

The last digits seem to be double the number of words for the Greek. If the last digits are 42, the the term is the 21 word in the Greek text. For the Hebrew text it is not as clear how the words are being broken to come up with that number, but it appears to be similar, but the numbers don't always match.
