How can I tell whether the notes in the notes XML file (e.g., `Notes_Paratext-Name.xml`) are resolved or not? ... t hold anyone who responds responsible if this goes sideways. ;-)

Yes, if someone adds a comment to a note there is a very high probability it means they think it needs to be discussed ... make it unresolved they have a one click way to do that.
