Is Paratext licensed under an open source license (as defined by the OSI)? I don’t see that mentioned anywhere, so I presume that Paratext isn’t open source, but I wanted to check.

Is there a way for a developer to contribute patches?

No, it is not open source in any way. We use some code from a 3rd party for the interlinear and they have not granted us the ability to go open source with that code. We have been talking with them in the hopes that it can be done at some point, but momentum has been slow.

Because of that, there is no easy way for someone to contribute beyond making a plugin, sorry.

Paratext 9 is not open source. However, the new Paratext Studio (codenamed Paranext) is open source, licensed under the MIT license, according to this LICENSE file.
