It not currently (2019-11-28) working for me anyway, and I’ve tried on 3 different devices. (using 2 different registrations)
It’s working again now.
As of this morning (2019-12-03) the Download/Install resources is connecting to the DBL and displaying the list of resources, but it appears that there is an internal error blocking the actual downloads. A typical error looks like this:
We reported this to the DBL team, we are waiting to hear back from them.

I think it is working now. I’ve downloaded two resources without an error.
