The short answer is that a DBL website user can get the download count information.
DBL users can visit the entry page for a resource to get the current count of the number of unique users who have downloaded a resource.

A tabular view of the DBL entries and resources should be available on DBL website in the next few weeks. However, there some functionality on an development server under Text > My Organization’s Paratext Resources

And this comes with a way to download the information in CSV, Copy, or Print
Keep in mind that this server only has a (month-old) snapshot of information of the production server and does not reflect current statistics.
