When I use \cl - it works in a pdf ‘draft’ but not in the preview in PT, and RTF export or SAB.

According to the USFM reference:
\cl Psalm
\c 1
Should show as
Psalm 1
on one line.

But when we have:
\cl Chapter
\c 1
it shows in PT, in the RTF and in SAB as
Chapter
1

The USFM also says: If \cl is entered once before chapter 1 (\c 1) it represents the text for “chapter” to be used throughout the current book.

But this formatting doesn’t show in Paratext, the RTF or SAB.

Am I doing something wrong? Or is it only meant to work in the PDF?

I think \cl is a publish-time marker similar to the \toc markers. I would not expect them to work anywhere except when creating the PDF (and even a little surprised it works there ).

SAB likely needs to be changed to handle this markup (it’s separate from Paratext).
