Is it possible to set up someone so they can edit the interlineariser of a certain book or chapter without giving them editing rights to the actual text? If so, how?

It is not necessary to have editing permissions of the text to be able to edit the interlinear. A consultant can edit the interlinear of a project. Anyone who can work on the project can edit the interlinearizer.
