Can't create new project

I am trying to create a new project, one that will complete the books not yet translated in the previous project. Each time I try to complete the information needed it is blocked when I get to number 5. The registration code seems to be annulled. I just upgraded to PTX 9.3 and am not sure whether that changed things.

I have found that if I try to log into the Paratext Registry, but use the wrong email address, then it brings up ... a new user that quickly for a non-registered email address.
