Insert Project note in Basic view

What might be the explanation why you cannot insert a project note while in Basic View in PT 9, but you could in PT8?

Cannot edit or display footnotes in basic view

Many of our MTTs are using Basic View to draft and edit. However they cannot see or edit footnotes in this view. Pressing F7 ... . Is there a way to turn on footnotes in this view?
