I want to export a Japanese project that has ruby text to RTF (Print Draft will be okay if necessary). So far, I have not been able to export it with the ruby text displaying in the RTF or the PDF.

I am working in PTX 9.1, and the project is set to USFM 3.

That is correct - neither the RTF export nor the (standard) PrintDraft options in Paratext support ruby text. HOWEVER, as of a week or so ago, the relatively new standalone tool called PTXprint supports ruby text. There was an announcement made last week about its availability. Make sure you download and install the latest version (1.5) from the SIL site, and see how you go. There is no separate documentation for PTXprint, but each option has helpful tooltips (as seen in black below).

And PTXprint is really the way to go for Ruby. Paratext is not going to be adding support for Ruby to RTF Export or Print Draft.
