Someone on our team with vision  problems wants the verse numbers in our project to be larger. I thought this should be possible with a custom style sheet, but it does not seem to work.

I discovered this is tricky but it is possible. You need to turn off Superscript  to make the verse numbers bigger. For example, to make 22 point red verse numbers, put this in your custom.sty:
\Marker v
\color 255
\FontSize 22
\SuperScript -
