What is “Paratext 8 Packages”. I understand that it is installed with Paratext 8, but I do not know what it is and why it is there.

This is just a result of how the installer was designed.

You will see two entries in Programs and Features for Paratext 8 - Paratext
8 Packages and Paratext 8.0.x (where x is 75 for most people now).

The Uninstall option will only appear when right-clicking the Paratext
8.0.x entry, but both entries will be uninstalled. The Paratext 8 Packages
may still be in the list after the uninstall, but will go away if you
refresh the screen.

Exactly the same is true for PT9, including the fact that “Paratext 9 Packages” isn’t removed from the Programs & Features list until you refresh it (using the menu command or the F5 key) – at least with the old-style (desktop-, or non-Metro-, style) list.
