Is there a way to find out if PT consultant notes have been deleted for a chapter?
If yes, can they be restored?

Paratext doesn't record if a note has been completely deleted. However, if notes have been resolved you can open the Notes list (under Tools) and switch the filter to "Resolved" to see these notes. Notes that have been resolved can be unresolved by opening the notes and choosing unresolve in the lower left corner.
