We have a glossary in Tok Pisin, PNG's main LWC, that we have been asked to share. If we make a number of people observers on that project so they can see our GLO as it develops, will that slow down send/receive? We already have 45 users on this project.

The alternative is to give them a zipped backup, which would of course be just a snapshot. The number of observers on a project will have very little impact on the performance of S/R - can't say zero impact, but it will be very small.

So, I would recommend using the option of sharing that is most convenient for you and the person you are sharing the project with.

This used to be how T4T shared their ongoing work. I seem to recall that it did slow down S/R, but that was in PNG with limited internet. I don't know how it would work in a better internet situation.

They ended up switching to publishing it as a resource, which could be downloaded/updated through the Download/Install resources menu. I think that helped. But I'm not sure how widely you want to distribute it (you can restrict access for a resource to specific organizations or sub-organizations).

On DBL there is even the option to grant resource permissions to individual users. I haven't tried this myself, though.
