A translator I'm trying to help is getting this message when doing send/receive:
image

This is surprising since TCB is a resource, not a project.

1) What could be causing this?

2) What can she do to stop getting this message?

There must be something in the USFM of the resource that is not fully round tripping, so Paratext is marking the project as having changed text. I thought we had skipped this check for resources, but I see that it still happens in at least one place.

Since the fix is small and easy, I'll do that, but you will continue to have problems with this resource until 9.4.101.7 is released - which may be a couple weeks or more since 9.4.101.6 isn't fully released yet.
