谁可以在历史中标记一个点？

我似乎找不到关于项目中哪个级别的用户可以标记历史点的信息。显然管理员（Admin）可以，我假设观察者（Observer）不可以。顾问（Consultant）可以吗？翻译者（Translator）呢？
