谁可以在历史中标记一个点？

我似乎找不到关于项目中哪个级别的用户可以标记历史点的信息。显然管理员（Admin）可以，我假设观察者（Observer）不可以。顾问（Consultant）可以吗？翻译者（Translator）呢？

查找开引号后的小写字母

我正在协助检查译文中的标点符号引号重复用词等问题我注意到，在多处，开引号后的第一个单词没有大写，而它本应大写例如： okubabuzya kuti, "ino kokli 逗号（Unicode 值 002C）空格开引号（Unicode 值 ... 引号的经文我在检查清单的设置中是否遗漏了什么？是否有其他方法可以检查此错误？谢谢

How do we handle languages that do not use punctuation to mark end of sentence

We have several languages in our area that do not normally use punctuation to mark end of sentence. They mark end of ... a lot of Punctuation missing at end of Paragraph . Thanks
