How is project level effort calculated?

Hi, How are effort values calculated for project level tasks in the Project Plan? I suspect that they are multiplied by zero from my initial tests in an experimental project but would enjoy hearing from a developer on this.

The effort levels indicate the estimated number of verses for different books (based on their difficulty in translating). These numbers probably come from years of experience, but are basically estimates that should be adjusted for the team working on the plan. It seems like a team of 10 people will be able to accomplish more than a team of 2 people, but there are other factors (education, amount of time the team can work, technology) that impact these numbers.
