我似乎找不到有關專案中哪種層級的用戶可以標記歷史點（point in the history）的資訊。顯然管理員（Admin）可以，我假設觀察者（Observer）不可以。顧問（Consultant）可以嗎？譯者（translator）呢？

任何非觀察者（non-observer）都可以標記專案歷史中的一個點。

How can I see the history of resolved notes?
