Is there any record of bug fixes and other changes in successive Paratext (8 and/or 9) updates? Or is this information not publicly available?

We don’t have any place that lists the fixes/changes included in an update. The biggest reason is the time it takes to create a report that is useful to users.

Typically, if only the last part of the version number changes for a release (“release” meaning that the 3rd number is “100”), only bug fixes and fixes for serious usability issues are included in the update.
