We have seen one report of this but it may not be widespread.
I think either of these would work:

  1. unblock Paratext update.
  • In File Viewer, go to c:\users\*username*\Appdata\local\Paratext95\ParatextUpdate
  • right click on the patch file (patch_9.5.110.4.msp) and choose Properties
  • click Unblock
  1. turn off Smart App Control (permanently or temporarily)
    In Windows settings, search for smart app control
    click the "off" button.
    Update Paratext.
    If you want to have Smart App Control going again you can turn it back on in Windows settings.

Smart App Control used to default to being off in new Windows installs, but is now being enabled by default, so this is becoming a more widespread problem. We are trying to resolve this problem by getting all our executable code signed by a trusted certificate (what is required by SAC). However, getting verified by Microsoft is going slowly.

Also note that before the latest Windows update, Smart App Control used to require a complete reinstall of Windows to re-enable. Make sure you are up-to-date on updates before trying that.
