In PTXprint 3.0.1, how can we make it so that the chapter number shows up just under the section heading (\s) and to the left of the \d \v 1 line or in line with \v 2? In other words, why is the chapter number showing beside the second line of v. 2 rather than the first (see screenshot below)? And how can we move it?

Here's the corresponding SFM:

Your screenshot isn't appearing for me. I assume you've got a drop-cap chapter number? I'd recommend you use \cl to generate chapter titles instead, they work much better for poetic books.
E.g.
\cl Psalm
\c 1

Will generate "Psalm 1". If you need markup more like Hungarian (Number, DOT, text) then you can include a line in ptxprint-mods.tex which will give you "1. Psalm" instead. If you need anything more complex like "The 1st Psalm", then you should use the alternate (manual) format:
\c 1
\cl The 1st Psalm

Regarding chapter number positioning, chapter numbers should be positioned by the first normal paragraph after the chapter number (unless \nb is active, in which case no paragraph is generated and they go where defined or possibly 1 line above or below if inserting the  number moves the verse number to the next line).
There's no mechanism to put them beside section titles without abusing \nb (which probably will not work) or  doing some reprogramming.
\d is treated as a section title, otherwise a page or column break could occur right underneath it.
