If Outer Gutter isn't checked, then the notelines are on the inside.  If checked, notelines are on the outside.  Is there a way to set the notelines to always be on the left or the right of the text?

Hmmm.. Not really. The note lines go in the gutter, so you're actually asking for a left or right gutter rather than inner vs outer. I think that's fairly likely to cause quite a few knock-on headaches...

Okay - I've found a TeX setting that allows you to do what you're asking for. Place this setting into your ptxprint-mods.tex file:

\DoubleSidedfalse

And if you change the "Outer Gutter" option, you can get it to swap sides:

This has now been made even easier by adding an option to the Advanced > Other tab > Page Layout and Spacing options. Disable the option Double Sided Layout.

(If you use this setting, then you obviously don't need to add the line in the .tex file as described in a previous answer).
