Is it possible to use a super-scripted verse number in a footnote such as below?

Yes: use the marker \fv ... \fv*. If this marker occurs within another character marker like \ft (which is likely), it should be marked as nested, that is, with a + directly after the dash:

\+fv 7\+fv*
