The release notes can be found at: https://community.scripture.software.sil.org/t/scripture-forge-announcements/1776

Even though the article has a date of August '20 the information should be up to date.

Scripture Forge has a new site for publishing release notes now. The previous post at community.scripture.software.sil.org is no longer being updated, but release notes are published regularly at https://software.sil.org/scriptureforge/news/. If you use an RSS service, you also have the option to add these updates to your RSS feed.
