Yes, the plan is to do this incrementally. So between now and mid/late November it is available for anyone who wants to download it manually and use it. At that point it will start to automatically go out to any who are on the early release schedule.
Only in January will it start to go out automatically to ALL users.
There are several good reasons for this approach, partly to do with availability of the PT team, and partly due to the time of year.
