Is there a way to insert a line break so that at publication time, the text before it is justified (some would say left-and-right justified)?

I’m used to being able to do this in Word, where, if I want to force a line break in a justified paragraph, I press Shift+Enter. Word does not consider the line break as the start of a new paragraph, and the entire paragraph is justified.

I’m not exactly clear what you are asking. To force a line break in Paratext you can enter //

// is an optional line break: the line doesn’t always break at the // – at least that’s what I see when I Print Draft.

(The USFM User Reference defines // as “Discretionary (optional) line break.”)

Not in Paratext, but your tyoesetter can do it in InDesign. I recommend putting a couple forward slashes at that point like we use to indicate line breaks in section titles inserting a Paratext note at that location telling the tyoesetter what you want.
