To make quotation checking slightly easier – instead of using the option to “Flag all quotes near other errors…” which produces a very hard-to-decipher list of references, I would suggest using the option from the View menu to “Highlight invalid characters.”

Before running the quotation check you need to set all quotation characters as invalid or unknown in the Character inventory. With that (along with “View > highlight invalid characters…”) the sequence of open and close quotations will be slightly more obvious and it should be easier to see potential problems.
