It seems fairly common to have quoted text in a book introduction. For example in many introductions to the Gospel of Mark, verse 1:1 is often quoted in the introduction because it gives the author’s purpose for writing the book. If this quote of verse 1:1 is marked with \qt…\qt* will Paratext’s quoted text check verify it? I know how to do this for footnotes, but I don’t know how to make the link to the origin verse in book introductions.

No, there is no linkage - PT just formats it as quoted material (possibly
italic, but that is just format)
