If a user doesn’t have an account in the registry, the administrator who registered him can regenerate the code by going to the registry site, and searching for the user. Next to the user there will be a button that says View. Don’t click on that button, but rather, click on the down arrow next to the button and you will see the option Generate, which will generate a new code for that user.
