I often want to insert a project note which relates to a whole proposition, sentence or verse and therefore want to select all the relevant text. But if that text contains a footnote or x-ref caller, I'm not allowed to do it. Why? The presence of a footnote in the middle of a phrase shouldn't prevent me making a comment on the whole phrase. I know there are work-arounds but it happens so often it really is a nuisance and I really can't see the rationale for it.

Is it something that can be changed?

Notes can't cross any marker (footnotes included). The reason is because of technical limitations in how text highlighting is done in the editor.

While you cannot cross marker boundaries, you can add a note to an entire verse by clicking on the verse number. This will highlight the entire verse even if there are notes in the verse.

I am testing the new release of Scheherazade, Lateef, and Harmattan. The Type Tuned versions of these fonts work fine ... there some other setting I need to change to enable this?

One reason that you cannot link your project to an enhanced resource could be because the project is not open. Only open projects can be linked to enhanced resources.
