Can't get header off of decorative border

Question

I am trying to create a discript book with decorative border. I started with a configuration that I had used last year, and I don't remember how I got this particular border to work back then, or how to control its behavior. I want to use this border. I have not turned on "Page Border" in Tabs and Borders. My problem is that the header appears on top of the border, and I am unable to get it to appear either above or below the border. Above would be preferred. Thanks for any help you can give.

What happens if you really crank up the "Bottom of Header to Top of Text" setting to say 40pt? If there is no physical space above the border (which looks to be a text border) you should also be able to increase the "Start of Page to Text" which is in mm. I realise that's confusing but each setting's units are appropriate to that setting.
