In the 'Tabs+Borders|Ornamental Decorations|Border|Text Border|Edit settings' dialog you are given the option of selecting the 'Line' and 'Fill' colours. Clicking on these colour squares opens either the 'Border Line Color' or 'Border Fill Color' dialog, annoyingly they open behind the 'Border Settings'. However although whatever colours you select are shown on the 'Border Settings' dialog, the moment you close the 'Border Settings' dialog these choices are discarded and on either making the PDF or re-opening the 'Border Settings' dialog the colours have reverted to 'Black'. is this a PTXprint bug or have I missed some checkboxes somewhere?

This sounds like a bug. It certainly used to work!
As a work-around, you can hand-craft  stylesheet overrides, putting them in ptxprint-mods.sty:

\Marker textborder
\BorderColour 0.5 0 0
\BorderFillColour 0.5 0.5 0
(You may choose your favourite spelling for colour, the code understands both sides of the atlantic/pacific)

Confirming that pasting graphics into this window is now working again.
