Paratext basic checks tells me that \tr markers cannot occur in the introduction. How can I permit this in custom.sty?

 Adding \OccursUnder is does not work nor does \OccursUnder id.

My sample book:

\id MAT - Mr settings Test

\mt2 The Gospel according to

\mt1 Matthew

\is Introduction

\tr \tc1 Able\tc2 Baker

\c 1

\p \v 1 Ancestry of Jesus Christ: \v 2

Maybe it's caused by the \TextType VerseText? Have you tried putting \TextType Other into your custom.sty file?
