Is there a way to bulk transfer (ie copy) all Project Notes from one project to another?

You can. It will copy all project notes, including all replies. This thread (though older) gives some helpful tips: https://support.bible/3609/easy-way-to-transfer-notes-from-one-project-to-another

I'm probably not tech-savvy enough , but I tried just pasting a few notes from one Notes_{userName}.xml file to the end of an equivalent file in another project, as a test, but nothing appeared in the destination project window even after re-opening PT. 

Am I missing something? Is it something to do with the dates not now being in sequence?

Are you able to add the user Paratext Support as an Administrator to both projects and do an Internet Send/Receive? Then we can help.
