The Paratext Registry history shows that the “Server issued a new registration to this project Changed Tier from Publisher Edition to Translator Edition” for a particular project. We don’t understand why this change happened, how it happened or what it means! The project is now getting Send/Receive errors showing “unspecified” changes. I wonder whether something is broken in the registry for this project? Can someone help us solve this?

Can you send in a detailed report from inside Paratext (Help > Report a problem in PT8 or Paratext menu > Help > Send feedback in PT9)? This will help us track down what is happening with your S/R. It’s best to send this report right after encountering the problem.
