When I hover over an external link (e.g. https://support.bible/PTXprint) I can see the url, but when I click it, it opens a Word document, not a browser. This is true for the BSB project, the Kwere Bible I downloaded from Open.Bible, and the Kwere Bible I exported to PTXprint from Paratext. I am running PTXprint 3.0.7 and Paratext 9.5 on a Windows 10 desktop machine. I'm using Chrome as my default browser and it is up-to-date.

In Advanced>Main>General I do not have "Disble ALL Internet Use" checked.

Is there a setting somewhere else that I need to change?

Tami - this sounds like a Windows issue and not a PTXPrint issue. Go to the Windows Configuration and verify that the link type HTTPS is set to open with Chrome.
