Update: I tried the Show/Hide utility once more, immediately after uninstalling KB4034658 and doing the required restart, and this time the update did show up in the list. Thanks for the tip!

If you want to prevent it from coming back (at least quickly), you could use Microsoft’s Show or Hide Updates utility ( http://download.microsoft.com/download/f/2/2/f22d5fdb-59cd-4275-8c95-1be17bf70b21/wushowhide.diagcab http://download.microsoft.com/download/f/2/2/f22d5fdb-59cd-4275-8c95-1be17bf70b21/wushowhide.diagcab) to hide it. After I uninstalled KB4034658, I also noticed that Windows Update wanted to reinstall .NET 4.7. That update may also be hidden using the Show or Hide Updates utility.

We have WSUS here so I declined it centrally.

Yes, I noticed this 2-3 days ago and rolled it back. But yesterday it installed itself again automatically, so I had to roll it back once more. I thought it would not come back so quickly.

We are seeing an issue very similar to what has been reported on Creator Update (1703) with delays of 1 to 3 seconds moving between Paratext windows. But we are now seeing this issue (or something virtually identical) on Anniversary Update (1607) immediately following installation of update KB4034658 . There are other issues with this update as well (breaks display of update history and causes issues for WSUS) which are described http://robertwray.co.uk/blog/2017-08-update-for-windows-10-anniversary-update-1607-breaks-wsus here
We have found that uninstalling the update reverses the issue with Paratext. I have not seen any change in what Windows shows installed for dot net framework before vs after the update, but I’m in the middle of rolling this back on all our clients, so I have not had time to look into that much.
Blessings,
