I have received a request for Paratext 8 registration under SIL Africa for a student from the Theological College of Northern Nigeria. Under Paratext 7 registration procedures, we approved requests for the controlled lab since we taught Paratext to the translation department students. But registration was not approved for individual students unless they were already members of an approved translation project.
So, what do I do now with the Paratext 8 request? I am assuming that he can have the non-licensed (what do I call this version?) Paratext 8 but not the SIL Africa one until he is part of an approved project. The choices I am given are Accept, Move or Reject. I thought that Move would be the choice but I don’t see what I want there. Reject seems rather harsh. Reject with a Note explaining things? Does reject then allow him to have the version without the restricted resources?

My take on this is that you “reject” with a kind note indicating that since
the person is not a member of SIL they can not register under SIL. If their
organization is not listed then they should choose “none”. This will give
them access to Public Domain resources, but they can request membership in
the “organization” of “independent translators” following the guidelines on
the paratext.org site.

This may also mean that some folks who previously had registrations under
SIL will need to be moved. This may require rejecting a request and having
them fill out the request again with the proper organization. NOTE: it is
important that when someone is registering like this that they fill out
carefully the information since it will impact whether or not a
registration is accepted.

You can only move a request to another organization where you have a role
(this should include any sub-organizations).
