Yes, in the Users, Roles and Permission window click on the Other Permissions button and uncheck the Progress box.

In this example Isabela can mark her own progress and that of Manuel. Manuel cannot mark Isabela’s progress. He can mark his own progress even though his progress box is unchecked. It is probably best to leave the Progress box unchecked for all translators on a project and allow them to only mark their own progress. (In this example Carol and anon044949 are administrators.)

Small clarification: In that example, Isabela can also change the progress of Carol and anon044949 (i.e. she can change the progress for anyone on the project).
